An interesting European 19th century street scene is the subject matter of this painting

The art work is an oil on board and depicts musicians heading up a parade of women folk in a somewhat "Pied Piper" manner.

What is of great interest and amusement is the is distress over work applied to some of the ladies. This appears to be a later application of paint, But why?? Vandalism? An amateur attempt?? Who knows. Of equal interest is the signing by the artist Vincent dated 81.

Could this really be a lost Vincent Van Gogh? I doubt it.  More likely a "Mr Bean"  attempt at Fine Art care taking.
